NEW PLYMOUTH HARBOUR.
THE IRON-SAND INDUSTRY.
Per Press Association. NEW PLYMOUTH, February-20. In connection with the iron-sand industry, the Hon. Mr Cadman has submitted the following proposals to the chairman of the Harbour Board for completion of the breakwater and increasing the wharf accommodation :—l. Liability to levy rates on land within the present harbour rating district to be abolished; 2. The proposed company to take over the present harbour liability; 3. The company to assume control of the harbour, wharves, breakwater plant, works, endowments, and revenue of every description for 66 years; 4. The Government, Harbour Board, or other local authority, then to have power to resume possession at a valuation; 5. The maximum charge for harbour dues and port charges to be fixed by mutual arrangement, leaving it to the company to reduce same if they consider it advisable; 6. All harbour works, plant, etc., to be valued when taken over by the company, and the whole of the works, plant, etc., to be again valued at expiry of 56 years, the company to be paid the difference by the body empowered to resume possession, the company to remain in undisputed possession until they have received the amount due; 7. Work to be commenced within months from the date of agreement; 8. The engineeer in charge of the works to be approved by the company, Harbour Board, and Government before the yorks are proceeded with ; 9. The Harbour Board to promote legislation necessary to give effect to any agreement arrived at. In the covering letter Mr Cadman reiterates the opinion that the Board is the proper authority to carry cut the improvements.
