Carried unanimously. At the evening sitting the annual report was submitted, regarding the investment; of Institute funds. The executive desired that the matter should be further discussed, as only Government securities of suitable nature were fixed deposits in the Post Office Savings Bank, wnere the interest was small. Appreciation was expressed at the Government s action in giving the needed reforms embodied in the Salaries Act. It was stated that the constitution of district institutes had been in operation during the year, and if amendments were required the Council should now decide their nature. Mention was made of the conference of inspectors at which suggested reforms in the syllabus and standard regulations were submitted. Attention was drawn to the need for district institute secretaries to supply certain returns, the omission of which permitted the registrar to cancel the incorporation of any institute. Reference was made to the first case under the Teachers' Court of Appeal Act, which had been decided against the Institute, and the executive, while regretting that the case had been carried to the Court, expressed satisfaction at the friendly spirit in which it had been conducted, and hoped the Council ' would decide upon steps to prevent a recurrence. A quantity of other business was takfen, and the Council adjourned at a late hour. t Members will be taken for a trip to the' mountain to-morrow by the local institute, if there is fine weather, and the session will be resumed in the evening.
