WAIMATE BOROUGH COUNCIL.

The Waimate Borough Council met on Monday. Present —His Worship the Mayor (Mr J. Manchester), and Councillors Bitchener, Jones, Coltman, Inkster, Cameron, Nicol and Barclay. , A letter was read from the Sydenham Borough Council in reference to a change in the method of borough valuation.—The Council had no recommendations to make.

Mr T. Kennedy applied for a scaffold license.—lt was agreed to give one, provided there is sufficient protection for foot passengers. This was also , toapply to the scaffolding round the Waimate Hotel now building. The County Council wTote stating that they could not lend the road grader at the present time. The same Council wrote offering to pay two-thirds of the cost of repairing the bor- ■ ough pound.—The offer was accepted, and the Mayor and Councillors Bitchener and . Jones be a committee to have the pound put in repair. Mr J. O'Leary asked if the Council would be willing to transfer lease of borough sections to Messrs Harris Bros., who had purchasedvJhis hotel.—Agreed to, provided Messrs Harris accepted in writing. Mr Ravenhall wrote stating that he was paying for a quarter acre more land than he was getting the use of.—Mr Baxter to be asked to make a survey of the land, so as to definitely ascertain the boundaries of the land occupied by Messrs P. P. Smith and Ravenhall.

Mr.Hiorns, the dayman, reported on work - done, and his report was considered, satisfactory.—Councillor Barclay commented on the good shingling work done on the Hospital road. It was agreed, on the motion of Councillors Barclay and Nicol, that Mr Lille be granted 15s for extra work. The Mayor drew attention to the had crossing at the corner of High and John streets. —The clerk to attend to the matter.

The sanitary report was read. All requests liad been attended to with the exception of the clearing of gorse on Parsonage road.—-Councillor Jones mentioned that nothing had yet been done to repair Michael street. —It was decided to ask Mr Baxter to take'levels for road-form-ing purposes in regard to the road named. A letter was received from Dr Symes, Health Officer, in regard to a water supply from the Waihao river. He enclosed an estimate of cost from Messrs Booth and Macdonald.

' Messrs Booth and Macdonald reported that the total cost of a combined windmill and oil engine .outfit- would be £1240, with £IOO added per year for oil for engine

and cost of attendance. The hydraulic scheme would cost £3OO, with £5 or £llO added for valves and attendance.

The Mayor explained that in view of the possibility of requiring a loan for a water supply, he had, when in Wellington, made inquiries as to their powers for raising such a loan. With Major Steward's aid. he put the matter before the Law Department, and they .had also put. the question before the Premier. He quoted from a Bill now before the House, which showed that the Council could not borrow from the Government more than £2OOO in one year.

It was resolved, on Councillor Barclay's motion, that Dr Symes be asked to allow the Council to peruse the analysis made of the water of Kelcy's bush. It was resolved to ask Mr Marchant to i-eport on the Waihao scheme in terms offered to Dr Symes. The Mayor said tbe thanks of the Council were due to Major" Steward for the very able assistance he had given him while in Wellington, in various matters in which he had been instructed to act.—To be done.

On the motion of Councillors Coltman and Inkster it was resolved to write to the Eangiora Borough Council and ask for particulars as to the Council's borrowing powers, it being understood that that Cotmcil had had some experience in this matter.

Councillor Nicol moved the motion of which Councillor Freeman had given no'tice, namely, that an account of £1 lis for belts for the Fire Brigade be paid by the Council.—Councillor Barclav seconded the motion, which was lost on 4k Mayoi''s casting vote. The Mayor said that had the Brigade come to him he would not have gone outside the resolution of the Council, which was very' definite on the matter. He did not believe in altering a resolution of the Council.

Accounts amounting to £lO6 18s 8d were passed for payment, and 19s trust account. Councillor Cameron was authorised to sign cheques in place of Councillor Freeman.

The meeting then terminated.
