Mr Morrison states that Great Britain has announced that she will.reconsider the arrangement to withdraw her troops from Chin? unless the authors of the massacre of missionary Thompson and four British ■women and four cniidren at Chuchan in July last year are forthwith punished. The execution, of one of the guiltiest of the murderers is demanded, and the penalties of others will be allowed to be modified. MARCHAND TO COMMAND THE FRENCH TROOPS. DUTY ON THE KALGAN ROUTE. Received 11.12 p.m., August 21st. PARIS, August 21. Marchand, of the Fashoda expedition, has been appointed commander of the French troops in China. HONGKONG, August 21. The Taotoi of Kweihwacheng, Mongolia, is levying a duty on the Kalgan route, which duty is collectable at Tientsin, thus forestalling provisional government. THE CONTENTS OF THE PROTOCOL. Received 0.30 a-m., August 22nd. LONDON, August 21. Mr Morrison states that the protocol embodies 12 articles, including the following—Prince Chun's mission to Germany; the execution and punishment awarded to those who were found guilty in connection with recent troubles; prohibition of the importation of arms to China for two Tears, with a provision for a renewal for similar periods; settlement of the indemnity on the basis already cabled; apportionment of China's share of improving the approaches to Shanghai and Tientsin; razing the forts; particulars of the proposals for foreign garrisons; the permanent dismissal of .guilty Chinese officials, and amendment of the commercial treaties.
