♦ United Press Association— By Electric Telegraph— Copyright. Received December 12th, 8.45 a.m. Shanghai, December 11. The Chinese Government have issued an edict ratifying the Hong-Kong and Shanghai loan and the collieries concession m the Shan Kai Wan district. Received December 13th, 1.10 a.m. December 12. The Viceroys of Tonkin and Hankow assured Lord Beresford of their friendly feelings towards Great Britain, and pro mised to urge the authorities at Pekin to invite a high British officer to reorganise the army.
