The Standard states that neither Turkey nor Greece offers any opposition tc Lord Salisbury's proposals for joint control by the Powers of the Greek war and other loans, and for the Turkish evacuation of Thessaly. September 10. The Times states that the Powers are not agreed upon the question of the evacuation of Thessaly independent of the payment of a portion of the war indemnity. Lord Salisbury insists upon evacuation, independent of payment. This, the paper adds, is practically the point at issue between Britain and the Continental Powers. Germany has not replied to Lord Salisbury's recent proposals to the Powers. The foreign Ambassadors at Constantinople are considering the amount of the indemnity required to satisfy Turkey's claims. The Daily News 1 Berlin correspondent states that Lord Salisbury's proposals will satisfy Germany. Athens, September 9. Greek refugees from Thessaly refuse to return to their homes until the evacuation of Thessaly by the Turkish troops has been completed.
