The Governor m. his speech . at the formal opening of Parliament to-day said that m response to opinion largely expressed during the recent general elections, the first busiues3 of the session, would be to remodel the electoral law and give equal voting to every man and self-registration. The question of federation would be brought forward without delay, and also a comprehensive measure of self-government. Bills were promised to mitigate the effect of the labour disputes, to amend the mining lawß, to re»ulate workshops and factories, especially with reference to the employment of womou and children, and to extend to the people the right to determine the number of hotel licenses which should be granted. (Received 1 a.m., July 10th.)The Governor's Bpeech also intimated that the House would be invited to remit the duties imposed on certain articles nece3Bary for manufacturing purposes, and to , legislate m the direction of giving secure occupation of graziug and agricultural land. As soon as the House mot this afternoon Mr Dibba moved a vote of want of confidence m the Government ; and the debate is proceeding.
