TIMARU BOROUGH COUNCIL.

A meeting of the above Council was held last evening, tho fallowing members being rnESENT, His Worship tha Mayor, Councillors T. G-. Rowley, W. Penroee, J. Bruce, W. Bush, J. Crawford, A. Sherratt, W. Jones, J. Bennett, J. Hill, W. Hall-Jones, J. H. Sutter, J. Delanoy. COKKE3FONIIBNCE. The minutes of last meeting and its adjournments having been read and confirmed, several letters outward nnd inward were read, including ono From the Council's solicitor re the proposed exchange of land with the Mount Peel Kotul Board for the purpose of constructing a road through reserve No. 2195, and expressing tho opinion that the Council hud no power to disposo of the land m question. The clerk was instructed to forward a copy of the letter to the Mount Peel Road Board. From Mr J. Craigie, stating that he had been aervctl with summonses for obstructing the footpath. Ho explained thatth»obstruction had been caused by his erecting a ladder and trestles for the purpose of effecting repairs to a building m town. Coun' illor Delanoy nnd other Councillors thought it a hardship that a man should be obliged to pay 5s for a license to erect a ladder, Ac, for tho purpose of executing repairs worth 6d or a Is perhaps. Tho Clerk said lie had never met with an instance where the liconso fee had been insisted upon for the execution of trifling ropsiirs. Hevernl councillors were of opinion that tho by-law regarding obstructions was frequently broken, ami it ought to be moro strictly enforced or else repealed. Councillor Sutler said if the by-law was repealed, tho police could still take action under tho Polico Offences Act, 1884, nnd under that offenders wero liable to a much heavier penalty than under the by-law. Councillor Bruce suggested that tho by-law should be amended so that trifling repairs might bo done boforo 8 a.m. without a license. Other repairs, to be done during the day, might be dono by license. No action was taken m the matter. ACCOUNTS Amounting to £319 13s 8d wero pnssed for payment, viz., genoral, £163 143 8(1; maintenance, £158 ; lonn, £27 IPs. DOMAIN DOABD. At 8 o'clock the council resolved itself into a Domain Board. Tho clerk read the indemnity bond propared by the board's counsel to be given to Mr T. W. Hall upon his handing over sundry documents, &c, nnd £1500 belonging to tho board. Tho bond was drawn with a penalty of £3000, nnd several members of tho board thought that the penalty should bo the came amount as tho money to bo handed over. Mr Bush strongly objected to Bign the bond. Mr Sutter explained th»t the bond was strictly legal and merely a matter of form, but Mr Bush objected to putting his name to anythine "even as a matter of form." All the members finnlly agreed to sign the bond with the exception of Messrs Bush, Bruco, and Crawford. Tho report of tho committee appointed at last meeting of tho board to consider the question of gates to tho domain, suggesting additional facilities for entrance to tho grounds, was received and adopted. The Domain Board then ndjourned, The council resuming its sitting. THE "WATBETVORKS BEPOBT. Wns presented and adopted. His Worship the Mayor and Councillor Sutter arranged to visit tho waterworks on Wednesday or Thursday. ifiaCBLIATJBOT/S. Councillor Bush asked for the formation of a footpath near the gas works. It wns arranged that tho overseer examine into the matter. The overseer asked tho council's permission to tako up the culvert at the bottom of Cain's terraco, and to lay a larger one to meet the requirements of the placo m question. — Granted. Tho Finnnco Committee were instructed to propare the accounts against tho Domain Board for carting clay, &0., for repairs dono to the domain, A motion was proposed by Couneillgr Dolaney and seconded by Councillor Bush to the effect that a committee consisting of His Worship the Mayor, Councillors Bush, Bruce, Crawford and W. Jones bo appointed to examine and see. what is best to be dono with regard to cutting up the vacant sections m the market rc3crvo into suitable building allotments, and report at next meeting. Councillor Delaney explained that his Object was to have some definite information to offer to intending purchasers of sections m that locality, which at present the council was unable to supply. Councillor Sutter thought it was unnecessary. Ho believed it wns enough to give a surveyor a job to survey the land. Councillor W. Jono3 said he had had several applications m ado to him to bring the matter before tho council, to got a plan of tho land made, that parties might know what they were buying, or tendering for. Councillor Delaney deprecated Councillor Sutter's inuondo that it was his intention to give a surveyor a job. The motion -was carried. Councillor Bruco suggested that it bo an instruction to tho Waterworks Overseer to flush tho gulleya at stated intervals, Bay, twice a week. Tho overeeer said it was done as i^fton as water was available. He was sure he would be unablo to do so O3 often as twice a week. a resolution on the council's books to the very effect of hie suggestion. Councillor iiruco's suggestion was embodied m a resolution, and carried. Councillor Sutler hoped that tho council would take up the question of drainazo next: that was the only way O'it of the difficulty. Councillor Crawford punted out that it would require a very comprehensive scheme to include tho outlying districts. It was useless to render tho borough healthy, and not to insist upon tho surrounding country being properly attended to sanitarily. Councillors W. Jones, Bennett, and Bruce were added to tho Drainage Committee. The meeting then terminated.
