TIMARU BOROUGH COUNCIL.

« The ordinary monthly meeting of the Timaru Borough Council y.as held last evening. PBBSEST. Ilia Worship tbo Major, Councillors Suttor, W. Jones, Hill, W. Hall-Jones, Busli, Sherrntt, Bowley, Bennett, Smith and Gabites. MINCTE3. Tho minutes o£ the last meeting were read and confirmed. COBIIEaTOXDEyCI!. Tho Clerk, Mr E. 11. Lough, read the outward correspondence, which had been forwarded since last meeting, and tho inward, which was as follows : — From the Keservoir Caretaker, giving the depth of water. From the Levels Eoad Board, aeknowledging tho recoipt of a letter from tho Council, requesting tho Board to pay into its credit the sum of £72 7a lOd, being ono half, tho coat of maintenance of tho To wo Belt since January 1863, and m reply requesting that details of tho payment applied for be forwarded. His Worship said tho information asked for had been forwarded. From tho Property Tax Commissioner m regard to an objection sent m against tho assessment of a 2000 aero reserve belonging to the Council, roplying that the Department were not prepared to make nny allowance. Councillor Sutter stated that ho was quite prepared to prove that the assessment was unjust, and would go into tho witness box himself if necessary. Tie moved, Councillor Gabites seconded, and it was carried — " That tho Town Clerk bo instructed to attend the Assessment Court re assessment of reserve 2195 of 2000 acres, valued at £7000, and to point out that land quite as good and nearer to the town than this resorvo was sold at £2 per acre." From tho Timaru Harbor Board, asking that a four-inch water main for the supply of shipping, and for fire prevention purposes might be laid along tho Moody Wharf, for the length under contract. Tho Board were quite willing to bear the additional cost of a four-inch main beyond what was requisite for an ordinary supply. Proposed by Councillor Sutter, seconded by Councillor Gabites, and carried — "That the request of tho Harbour Board be granted re the laying of 4-inch pipes along the Moody Jetty, and that the cost of the small supply pipe bo creditod to the Board on payment of the amount of laying tho 4-inch pipe." From Mr A. J. H. Bowor, tendering his resignation as a Councillor. On the motion of Mr Eowley, seconded by Mr W. Jones, it waa resolved — " That the resignation of Mr Bower bo accepted with regret." From Mr Bowker, stating that ho had received a letter from the Captain of the Salvation Army m Timaru requesting that the Barracks should bo exempted from taxes as they were m Dunedin, Nelson and Wellingtjn, and asking the Council to give the application fnvorablo consideration. It was decided that as Mr Bowker, and not tho Salvation Army wa9 liable for tho rates, no concession should bo made. From Mr John Cameron applying for a driver's license, — Granted. PBTITION. Councillor Sutter presented tho following petition from George Kimber and others, residents on the West Town Belt — " Tho petition of Georgo Kimber and other persons resident m the vicinity of the Weat Town Belt, and ratepayers generally, showeth that at a duly convened meeting of ratepayers and others, held m Mr Georgo W. Tapp's workshop, on Tuesday evening, March 9th, 1886, the following resolutions wore proposed, seconded, and unanimously carried : — ■ (1) That m tho opinion of this meeting it is desirable, m view of the approaching winter and bad weather, that the long-neglected roads and drains of the West Town Belt and its vicinity should receivo the considerate attention of tho Borough Council and tho Lovels Koad Board, and a petition be aignod and sent to such Borough and Boad Board calling on them to complete at once the long neglected work m hand, and to givo to the ratepayers fit and proper roads, paths, and drains, as an equivalent for the rates paid. (2 A) That this meeting disapproves of tho road being completed by prison labor on account of the dearth of w w rk for the working classes, and that the roads, etc., be formed either by contract or day labor, and respeotfully requests tho Borough Council and Board to carry oufc the wishes m this matter of the meeting.' (2) ' That m terms of tho above resolutions, wo tho undersigned, respectfully request tho Borough Council and Levels Boad Board to carry out tho terms of tho resolutions above referred to, and further expressly wish that as the carrying oufc of tho work mentioned is of -vital importance to all residents m the vicinity, that action be taken by either of the above bodies to complete the name.' (3) ' That at tho next meetings of tho Borough and Levels Eoad Board respectively, we respectfully request that tho subject matter of this petition bo discussod and finally settled.' " Proposed by Mr Sutler, seconded by MrGabites, and carried— " That the petition of Georgo Kimber aa4 others be received. and

considered at tho next ordinary meeting of the Council." THE DRAINAGE QUESTION. The Drainago Committee reported : — " Tho Committeo haying met seVeral times and carefully considered tho important question of sewago of tho town, recommend the Council to adopt measuros for carrying out a completo syatom at once. Ihcy interviewed Mr Marchant, C.E., who previouely submitted a competitive design to tho Council, and from data supplied are of opinion that a system could bo adopted providing m every way] for tho efficient drainage and sewage of tho whole of tho Borough at a moderate cost." Councillor Sutter pointed out tho necessity of coming lo some decision at onco as to what form the futuro drainage system of tho Borough should take. Tho Committeo had gono carefully into tho who'o matter, but working plans were first required. His Worship was understood to say if the working plans and specifications were carried out they would cost about £309. Councillor Bush considered it would be beßt to offer a bonus for the best and cheapest plau. Councillor Hill asked if anything had been done to utilise the present sewers, and was answered m the negative, except m so far as flood water was concerned. Councillor W. Hall-Jones felt satisfied thoy must have proper plans boforo them before they could come to a decision as to carrying out the work. It was eventually moved by Councillor Sutter, seconded by Councillor Gabites and carried— "That as the Committee has consulted Mr Marchant re his drawing plans to be sent m to tho Council, His Worship request him before doing any work to state his charge first for tho wholo drainago schome if carried out, and second, his charge for a large plan showing the wholo of tho streets and the pipe courses with outlets, and report to next meeting." WATERWORKS. The Inspector of Waterworks' roport was read, stating that a full How was coming down. Some discussion took place as to whether it would not be advisable to divido tho maintenance of tho race into two contracts, as some Councillors thought it was too much for one man to look after. It was decided that His Worship, if the weather was suitable, should arrange for another trip up the water race on Thursday nest at 10 a.m. FOREMAN OF WOUKS' DEPORT. The Foreman of Works reported that overything was going on woll m his department, no alluded specially to tho asphalto kiln, which he stated was fulfilling his anticipations nnd nsphalto mnde at the Council's works waß now being utilised. EXTRAORDINARY VACANCY. Proposed by Councillor W. Hall Jones, seconded by Councillor bmith and carried — " Ihat tho Town Clerk tako tho necessary steps to fill tho vacancy caused by Councillor Bower's resignation." ACCOUNTS. On the general fund account, £92 Cs 2d ; on tho water-works maintenance account, £11 2s i)d, and on loan account, JC2 1-ls, wero passed for payment. A COMVLAINT. Councillor Hill s;ii<l he had expected to see a petition m i:i regard to tho lamp at the corner of Grey street aud King street, us a number of cabmon had told him it waa iv a dangerous and useless position. Consideration of tho matter was poetponed. ADJOURNMENT. The Council then adjourned.
