His Imperial Majesty the Czar states that the sanction of the Sultan to the agreement between Bulgaria and Turkey is inadequate, and that the consent of the European Powers is necessary to ensure the security of a settlement. The Czar declined to discuss tho question of the second Note promulgated by the Powers. (Received 7.50 p.m., Feb. 6th.) London, Feb. 5. The whole of the Great Towers with the exception of Russia have approved of the agreement etitered into between Bulgaria and Turkey for a settlement of the Roumelian question.
