CONFERENCE OF AMBASSADORS.

Strained Relations of Austria and Russia. The Servians Increasing Their Armament. lEeceived 2.30 p.m., Oct. sth.J London, Oct. 3. Alsckoff (sic) avers that Austria and Russia bad arranged lo replace Prince Alexander iv the spring by ft Russian vassal and to absorb Roumelia, Austria at the same time annexing Bosnia and Herzegovina. Prince Alexander etideavored to forestall this plot, and Russia now insists on his deposition or compensation m the form of command of the Bosphorus. Germany is favorable to his deposition, while England opposes. The relations between Austria and Russia are strained. (Received 10.10 p.m., Oct. sth.) London, Oct. 5. In consequence of the Roumelian complications Servia has raised her standing army to one hundred thousand men by calling out the 6rat class reserve. At the conclusion of his lecture on Russia to-night, which was given bofore a largo audience, at tho Exhibition Building, Mr G>. A. Sala said that there was not the slightest doubt that the recent rising m Roumelia was the result of Russian intrigue which had been thwarted by British action m Afghanistan.
