[Per Electric Telegraph — Copyright.) (Retjter's Agency.) ißeceived 2.15 p.m., May 28th.] Melbourne, May 28. Mr Service's reply to the Hon. R. Stout's circular on the subject of Federation, has been made public. Mr Service expresses regret that the New Zealand Government did not formulate their views earlier. He states that the Federal Council as proposed, would m no wise interfere with the local autonomy of the respective colonies. Mr Service concludes by expressing his conviction that the Federal Council, if deprived of power m legislation, would be no better iv result than the recent conference.
