In pursuance of the Harbors Act 187S, and all ot her powers and authorities enabling them m this behalf, (ho Timaru Harbor Board <\o hereby make Hie following By-Law for regulating tho manner m which, and times at which its Meetings bhall be called and held, and generally for regulating the conduct of its business and proceedings. From and after the date upon which this By- Law shall come inloopernl ion, By Law No. I,'made the eighth day of February, One thousand eight hundred and seventy-seven, under the authority of the Timaru Harbor Bonrd Act 1870, shall bo repealed. TlMKtf 01' MUETF.VGH. Tlio dalo of ordinary Meetings shnll be lixed by Iho Board, from time to time as niny be required. The Secretary shnll convene a, special Meeting on the written order of (he Chairman, or of nny three of the Members, such order to stato the naturo of Hie business lo be transacted. All Meetings shall be called by circular, which shall be posted at least three clear .lavs before the date of Meeting. Five Members must be present to form a quorum. If at I lie expiration of lmlf-an-hour after the time fixed for any Meeting, there be not a quorum present, the Meeting shall stand adjourned, and the hour at which such adjournment is lnude, and the names of tho Members present, shall be inserted m the minute book of the Board. Meetings may adjourn from time lo time us mur be found necessary. ' OltDlilt 01- PIiOCEKDIXOS. The business of tho Board shall commence on all occasions as soon after the time fixed by tho Board as thero is a sutlieient number of Members present lo form v quorum, such Meeting shall be open to the representatives of the Press, unless the Board otherwise decide. At all Meetings of the Board the Chairman, or m his absence such Member of the Board a.« the majority of tho Members assembled shall choose/shall preside, and such Chairman or presiding Member shnll have a deliberative vote, and m all cases of equality of votes shall also have a casting vote. At all ordinary Meetings of the Board the first business shall be the rending of the minutes of any preceding Meeting not previously confirmed, and putting a question m •rder to their continuation, and no discussion shall be permitted thereon except ns to their accuracy nj a- record of the proceedings. Ordinary business. 6. Ordors of the day, including subjects coutiuued from proceedings of former Meetings, and any business which the Chairman may think tit to bring under consideration. 7. Other motions of which previous notice has been given. 8. Payments. 9. Notice of motion. The order of business nt a Special Meeting shall be the order m which such business stands m notice thereof. Notico of motion may be given at any time to the Secretary. All such notices shall be m writing, and" signed by the mover. The Secretary shall give seven days' notico to each individual Member before the Meeting at which such motion is to be discussed. No motion, except that for receiving tho same, shall, unless under some urgont eirciunstances, be mado ou any petition, memorial or other liko application, until the next ordinnry Meeting of the Board after that at which it was presented. Except by leave of tho Board, motions shall be moved m tbo order m which they have been received and recorded by the Secretary m tho Notico of Motion Book, and if not so moved, or postponed, shall lapse. No motion enlerod m tho Notice of Motion Book shall be proceeded with m the absence of tho Momber who gavo notice of the same, unless by some other Member producing written authority from him to that effect. Any Momber desirous of proposing a motion or amendment, or of discussing any mat tor under consideration, must rise, and address tho Chairman, anil shnll not be interrupted, unless called to order, m which ease he shall sit down, and tho Member calling to order shall bo heard thereon, and tho question of order disposed of, when the Member m possession of the Chair may proceed with the subject. Any Member desirous of proposing an original motion or amendment must stato the naturo of the fame before he addresses tho Board thereon. No motion or amendment shall bo withdrawn without loavo of the B«ard. No motion or amendment shnll bo discussed or put to the voto of tbo Board unless it bo seconded ; but a Momber may, however, require the enforcement of a By -Law of the Board by directing tho Chairman's attention to the infraction thereof. A Momber moving a motion shall bo held to havo spoken thereon, but a Member merely seconding n motion shall not be held lo havo spoken upon it. If two or more Members rise to speak nt the same time, the Chairman shall decide which is entitled to priority. No Member shnll speak a second time on tho same question, unless entitled to reply, or m explanation when he has been 'misrepresented or misunderstood. Any Member moving a suspension of the By-Laws, or any of them, shall be entitled simply to state the grounds of bucli motion and the naturo and objects thereof, but no discussion shall take place upon such motion, and immediately aftor the decision of the question for tho purpose for which they wore suspended, they shnll come into forco agnin. The Chairman when called upon to decide on points rf order or practice, shall state the provision, rule, or practice, which he deems npplicablo to the case, without discussing or commenting on tho same, and his decision as to order or explanation m each case, shnll be final. No Member shall digress from tho subject matter of tho question under discussion, or comment upon the words used by any other Member m a previous debate, and all imputations of improper motives, and all personal reflections on Members, shall bo deemed highly disorderly. Whenever any Member shall make use of an oxpressiou disorderly, or capable of being applied offensively to any other Member, the , Member so offending shall bo required by tho Chairman to withdraw his expression and to | make satisfactory apology to the Board. A Member called to order, shall sit down, unless permittod to explain. Any Member using offensive or disorderly language, and having been twice called to order, or to withdraw, or apologise for such ■ conduct, and refusing so to do, shall be guilty j of an offence. i Any person (not being a Momber) who ' shall, having been utlmittod to any Meeting of c the Board, be guilty thereat of any improper <
