TIMARU MUNICIPAL COUNCIL.
A meeting of the Council was held on Monday last. Present : The Chairman, Messrs. Inglis, Turnbull, Healey, Stubbs, and Dr. McLean. Minutes of the last meeting were read and confirmed. The Chairman informed the Council that he had that day received £50 on account of boring for water. Letter received and read from the Assistant Secretary for Public Works. Moved by Mr. luglis and seconded by Mr. Stubbs, " That the Chairman acknowledge the letter and request to be informed whether the Council is to understand that the Law Officer's opinion is ' ' That it is not necessary that a ]>erson should be living (Le. sleeping) within the bonnds of the Municipality," as the latter clause of the " Opinion " viz : — " In some cases the word was construed, as the active hours of his life or at the place where he slept Considering the object of the Municipal Council Ordinance, I think the word must come within the latter class of cases," leaves the question m doubt." Carried. Letter received and read from the Secretary for Public Works. Moved by Mr. Turnbull and seconded by Mr. Healey, " That the Chairman acknowledge the receipt of the communication, and call the attention of the Secretary for Public Works to the fact that this Council has not received the £250 stated to have been paid, and that the Council m a letter to him, under date — January, stated that they deemed it inexpedient to take over the liabilities of the Timaru Road Board for existing contracts." Carried.
Letter received and read from Mr. Ellis apologising for non attendance, and drawing the attention of the Council to the expediency of altering the time of Council meetings.
Moved by Mr Stubbs and seconded by Mr. Healey, " That meetings of the Council be held at regular intervals, viz : — The second and fourth Monday m the month, at seven o'clock p.m.' 1 Carried.
Letter received and read from Messrs. G. G. Russell, per Mr. Inglis.
Moved by Mr. Turnbull and seconded by Dr. McLean, "That the Council decline to accept the offer made by Messrs. G. G. Russell". Carried.
Moved by Mr. Healey and seconded by Dr. McLean, "That an advertisement be inserted m the Timaru Herald for a Clerk to the Conned. Applications to be sent mto the Chairman on or before the 12th March, 1866." Carried.
Moved by Mr. Inglis and seconded by Mr. Stubbs, "That Messrs. Healey and Turnbull be empowered to act for the Council m seeing the s]>ecification for boring properly arranged and signed,"
