THE NEW PROVINCES ACT.
The Province of Southland is ODe of those which have been created under the New Provinces Act of 1858, and the opponents of that measure doubtless see m her present prostration what they consider the natural fruits of such legislation. The prosperity of Southland for years subsequent to the establishment of her Provincial institutions is well-known and patent to the minds of every one interested m her progress. Previous to that period the district had simply been the rich but much maliged milch cow from which the •older settlement drew its best supplies, and only the smallest modicum of outlay for roaas and other necessary public works was permitted to be expended m the then distant and " outlying district" -not known as Southland.
