A DISPUTED VOTE. AN "AYE" COUNTED AS A "NO." SPEAKER'S RULING: DEFERRED. RAILWAYS BILL. SECOND READINGS. NATIVE LAND REPEAL ACT. The Council met at 2.30. A discussion arose as to whether the vote of Major Roptita Whawha had been correctly recorded in the division list with ilia " noes" the previous evening on the Wellington College and High School, which had the effect oE losing the Bill. Major Whawha said he had voted with the" ayes." Tho Speaker said he would take time to consider if the division wovld be taken again. The "Government Railway Management Bill," was read a firet time. The " Christchurch Hospital Bill," and " Christchurch Drain Reserves Bill," were read a second time. The "Native Land Administration Act Repeal" Bill was ordered to be committed. The Council adjourned at 5 p,m to 7.30 p.m.
