On the occasion of the Czar's birthday. the Emperor of Germany made a speech in which he hoped that the satisfactory relations between Germany, and Russia might be maintained. London, March 22. Mr Parnell, the Irish agitator, has reached Queenstown, Ireland, from America. In the House of Lords to day, Viscount Cranbrook, Secretary ot State for India, made a statement regarding the present posi'ion of affairs in Afghanistan. His Lordship said that General Stewart, with the force under his command, was returning to India via Ghuznee, where a large body of the enemy is collected. At present it is uncertain whether any attack would bo made by General Stewart in view of the recent offer of submission by the chiefs. London, March 19. The House of Commons has adjourned until "Wednesday next, when the dissolution will take place. Information has been received of the seizure of two Italian vessels by an Austrian man-of-war, The former were conveying arms and ammunition to the Albanians, and the Austrian commander upon receiving information of their mission seized the Italian vessels as smugglers. March 20, The Oxford and Cambridge boat race, which was to have taken place to-day, could not be rowed, owing to the heavy fog on the river. The contest will come off on Monday. The Homeward mail via Suez was delivered in London yesterday. March 22. The University boat race was rowed to-day. It was won by the Oxford crew. The new land regulations have been gazetted. Constantinople, March 25. Colonel Synge and wife, who were captured last month by the Greek brigands have now been released/ News has been received to the effect that a religious fanatic has stabbed to death the Grand Sheriff of the city. Washington, March 20. The Committee which was appointed, by Congress to enquire into the question of Chinese Immigration has issued its report. The complete exclusion of Chinese from the United States is strongly recommended by the Committee. Calcutta, March 22. The latest news from Afghanistan states that the chiefs at Ghuznee, have offered to submit to the British commander, and are willing to negotiate for peace. AUSTRALIAN. Melbourne, Wednesday. James Wilson, of St. Alban, has entered an action for libel against the proprietors of the "Age," damages £5000, lor a statement made in con nection with the late Autumn Meet* ingThe application made in banco against Mr Syme, proprietor of the "Age," for contempt of Court in commenting on a libel has been granted. Sydney, Monday. Hanlon, the Canadian sculler, has sent a cable message to Trickett with reference to the latter's challenge to meet him in England. Hanlon says he cannot possibly proceed to England to meet Trickett.' Tuesday. The Chadernagore, which recently arrived here from New Ireland, where a colonising party was landed, has, after some difficulty, obtained a clearance for Liverpool, and will sail shortly for that part. She will, however, again visit New Ireland. Brisbane, Tuesday. Wells, the Cunnumulla bushranger, was hanged yesterday.
