Tho memorandum says the league itself cannot take direct military and financial action. Tho best solution, which is also the Armenians’ desire, is to find a mandatory Power, hut such a Power is hard to find unless the,Allies giro military and financial assurance; also assurances regarding Armenia’s access to the sea. • The League Council urges the Supremo Council to state if it is willing to advance funds pending a full assembly of the league; also what guarantees are obtainable in regard to access to tho\ sea, and the expulsion of Turkish troops.—lmperial Service.
