By Telegraph—Press Assn.—Copyright. LONDON, April 26. Tho Council of tho League, of Nations has issued a memorandum explaining its attitude regarding Armenia. Tho memorandum says the league itself cannot take direct military and financial action. Tho best solution, which is also the Armenians’ desire, is to find a mandatory Power, hut such a Power is hard to find unless the,Allies giro military and financial assurance; also assurances regarding Armenia’s access to the sea. • The League Council urges the Supremo Council to state if it is willing to advance funds pending a full assembly of the league; also what guarantees are obtainable in regard to access to tho\ sea, and the expulsion of Turkish troops.—lmperial Service.
