BY NOSKE’S PRECAUTIONS. (Received Nov. 12, 9.20 a.m.) BERLIN, Nov. 9. Owing to Herr Noske’s precautions the Spartacists did not demonstrate on the anniversary of the Russian Bolshevist revolution. WAR'TNQUIRY. EVIDENCE OF NAVAL MEN, (Received Nov. 12, 9.20 a.m.) BERLIN, Nov. 9. The War Inquiry Committee examined Admiral Kolb and other officers or the Admiralty staff. They contended that they never expected the submarines to bring England to her knees, but to dispose her to peace by showing that Germany could hold out longer than Britain. This would have, been accomplished in 1917, hut Herr Erzeherger’s revelations regarding Count Czernin’s pessimistic report to the Emperor Karl and tho Reichstag’s resolution in favour of peace encouraged England to continue the war. Dr. Struve, the Reichstag Deputy for Kiel, informed tho committee that the Admiralty’s statements during tho war concerning the number of submarines available for duty were grossly untrue. Only 54 were available out of 203 during 1917. The Admiralty only- ordered 66 dming 1917, though the German yards could have turned out 189.—Aus.-N.Z. Cable Assn.
