ITS END PREDICTED. By Telegraph—Press Assn.—Copyright. ' NEW YORK, Sept. 19. Lord Haldane, in a spco,ch at Manchester. foreshadowed the end of party government, and the rise of a group system. He considered early dissolution was improbable, but if dissolution occurred it was likely the Coalition would be succeeded by a Government under leadership of great skill and commanding purpose, not dependent on party. Lord Haldane also urged the recasting of the Cabinet system and the substitution of a well organised body larger than the present War Cabinet. He suggested the complete recasting of tho larger, departments of State.— Times Service.
