WELLINGTON NOTES.

SAMOAN MANDATORY. A BILL TO BE INTRODUCED. BY TELEGRAPH.—OWN CORRESPONDENT. WELLINGTON, August .6. New Zealand ns the mandatory for Samoa has now to place the administration of that territory on a more permanent basis than has been the case during tho military occupation. This will bo the subject of legislation. In reply to a question Sir James Allen stated to-day that the Government’s ideas were fairly dear on the subject and a. Bill was now being prepared by tile Solicitor-General for submission to Cabinet. BOARDING SCHOOL HOLIDAYS. Tlic problem that is puzzling many parents just now is how to get their boarding school boys and girls home, as the railway accommodation is so restricted, and difficult to obtain. There is a great number of boys and girls at school in the city whose homes are all iu the country, and there are many bearding establishments in the country with in all hundreds of pupils whose parents in the cities will naturally wish to have them home for the holidays. Supposing the railway arrangements are not relaxed on their account a further problem arises regarding the disposal of the children as most of the schools are spring cleaned during the spring holiday time, and necessary repairs such as papering, etc., attended to. Off inquiries being made of the Railway Department an indication was given that permits could not be granted to children to return to their homes for the usual term holidays, as the extra accommodation required would mean a reduction of the tonnage available for the carriage of goods. The schools concerned were being notified of this fact and tho suggestion made that the term holidays should be postponed for a few weeks till "the position is improved.
