Debuchi, Japanese Charge d’Affaircs, speaking informally, said it was his opinion that Japan was firmly determined 1 to return Kaiochau to China and withdraw all soldiers from Shantung as soon as practicable. Ho added that it was difficult to say anything definite now, since China was still not a signatory to the treaty, and everything was depending upon a tacit agreement between China and Japan concerning the Shantung settlement.—Ans.N.Z.
