(Received August o, 8.50 a.m.) WASHINGTON, July 31. Mr. Baker will submit plans to Congress for a permanent peace army of half a million and advocating universal military training. It is stated in authoritative circles that before leaving Paris President Wilson assured tho representatives of Britain and Prance that stops would he taken by tho United States for tho purpose of protecting foreign interests in Mexico.—Aus.-N.Z. Cable Assn. CHICAGO RACIAL RIOTS. BRUTAL TREATMENT OP NEGROES. (Received August 5, 8.50 a.m.) NEW YORK, July 31. The Chicago rpcial riots continued a fourth day, but the authorities gained control when tho military were called out. An area of eight square miles, occupied chiefly by negro families, was out off from the rest of the city, and no food or other supplies allowed to reach tho negro section by the white rioters. It was feared that many children might die of starvation unless food reached them, and tho authorities organised relief. Many negro dwellings wore burned by tho rioters and some negroes shot and their bodies burned in tho streets. —Aus.-N.Z. Cable Assn. PAYMENT FOR PANAMA.
