Hara (Premier) told the representatives of the Konsakai party that if the disturbances continued in China Japan might ho compelled to talre suitable measures to protect Japanese interAC. KTarsui Debuchi, the Japanese Charge d Affaires, had a conference with the Assistant-Secretary of State, Dir. Long. It is understood that M. Dcbuchi explained tho difficulties which prevent Japan making a statement, on tho Shantung question at the present time. At the same time, it is reported that M. The New York Times’ pondent reports that Viscount Kato. in a speech, declared that lie doubted il the League of Nations would result in the reduction of armaments. He said he believed the expansion of the Japanese navy was necessary for the protection of the interests of the Japanese Empire. . t Tho same correspondent reports a movement has started at 1 ukushima against Japan taking any part in the tiinl of the ex-Kaisor before an nitcinational tribunal.
