The Austrian Government promieed concessions to the strike leaders who advised the men to return to work, but ut present the strikes are continuing.. The Petrograd correspondent of the ■Daily Chronicle draws a gloomy, hut'apparently a true, picture of ike state of Russia, where anarchy prevails with all sorts of outrages committed daily. The fuller details of the encounter with tke Goeben and Breslau show that these vessels were sunk oi disabled by mines of whose presence they were not .aware.
