CONTINGENT FOE, EAST AFRICA. CAPETOWN, Dec. 4. The recruiting for the East. African contingent has been completed. General Botha’s son commands a section. Sir. Graaf, in introducing the loan estimates, pointed out that South Africa’s total war expenditure, including the cost of the rebellion, had amounted to twenty-two millions. Considering Australia’s and Canada’s war budgets it could not be said, that South Africa was doing too ranch.
