ON EGYPTIAN REFORMS. By Electric Telegraph.—Copyright. LONDON, June 29. Lord Cromer, in an article in the Nineteenth Century, advocates the abolition of the capitulations in Egypt. The evils of the existing system would only disappear when Britain requested the Powers to invest her with legislative power to create a chamber to enact laws to which Europeans were amenable. [The capitulations are an arrangement under international law by which subof foreign powers are not liable trial by Egyptian courts. This system causes a great deal of trouble in punishing criminals who are citizens of some of the smaller States, whose consuls are less interested in the administration of justice than in protecting th sir compatriots.]
