HIGH COMMISSIONERS’ SPEECHES Bv Electric Telegraph.—Copyright. LONDON, June 29. Three thousand colonial visitors accepted invitations to the reception given by Captain and Mrs. Boyd Carpenter to the High Commissioners and Agents-General. The Hon. T. Mackenzie, replying to the toast, “The Dominions,” said that they aspired to a share in Imperial responsibility. He hoped,to see the day. when the units would have a voice in ttie Empire’s management. Sir George Reid proposed “The Mother Count rv’.” The Duke of Argyle, replying, referred to the valuable lessons taught hy. the daughters overseas. If Britain had such admirable systems of Government as the colonies had she might find a way oUt of some of her present difficulties, which would entirely satisfy Ireland.
