RESOLUTIONS CARRIED. Per Press Association. WELLINGTON, June 4. At the Federation ox Labour Conference to-day it was resolved that, considering that there are some thousands of men employed on public works who are not memhei'S of any union, the executive should consider a scheme for organising them as soon as possible; that the constitution of the Federation be amended in the direction of permitting unions to affiliate only by a majority of'financial membership; that the question of unconditional preference should apply to co-operativo workers on public works. At the afternoon sitting it was. decided to instruct federated unions not to take, any vote or ballot for or against a strike unless instructed to by the Federation. It was resolved that all unions in the Federation be instructed to cancel registration under the Arbitration Act as soon as practicable-, and that unions desiring to join the Federation be urged to seriously consider the advisahilty of cancellaton before joning, as the conference considered tho Act detrimental to the best interests of the working class, and directly in opposition to the spirit of industrial unions.
