OPIUM AND CHINA.
STATEMENT BY SIB E. GREY.
Sir E. Grey, in reply to a Soottwh memorial presented by Mr. Pnce, M.P., said the Government believes that the steps which had been taken in connection with the opium traffic were best calculated to assist the Chinese Govern' ment in securing, that decrease of growth and consumption of opium in China which keeps pace with the decreases of import from India.
