LONDON, Oct. 31. i The Morning Post's St. Petersburg correspondent mentions that efforts are being made to resist Austria's demand for the Powers' recognition of her annexations as a prerequisite of the conference, thus forcing Austria to decline to attend the conference. The conference would thyn collapse, and thus relieve Russia of the unpleasant necessity of proposing its abandonment. This explains the simultaneous statement of The Times' St. Petersburg correspondent that M. Isyolsk\'s position is at present secure in spite of the feeling of the Douma. SERVIANS INTERVIEW THE CZAR. PATIENCE ADVISED. LONDON, Oct. 31. Router's Agency reports that Ihe Czar gave audience to the Crown Prince of Servia and the ex- Premier. M. Passiteh, who brought a letter from King Peter asking that the Czar should not endorse the annexation of Bosnia and Herzegovina by Austria The Czar counselled calmness and patience. WHAT SERVIA HOPES FOR. LONDON. Oct. 31. The Times' Belgrade correspondent says that the demand of Servia for territorial compensation is admittedly beset with difficulties. If the difficulties are insurmountable Servia will urge that the annexation question remain open and be not submitted, the inference being that it is hoped as long as Europe docs not ratify the annexation the Servian demands will have a chance of being considered. TURKEY'S PROTEST. BOYCOTT OF AUSTRIAN GOODS. CONSTANTINOPLE, Oct. 31. The Porte, in a circular to the provinces, declares the public has liberty either to purchase or not to purchase Austrian goods. However, the demonstrations against the Austrians and the boycott ot their goods were unnecessary, inasmuch as the Government was protesting against the annexation of Bosnia and Herzegovina. MUTINY IN TURKEY. A CONFLICT IN BARRACKS. (Received Nov. 2. 8. 18 a.m.) CONSTANTINOPLE, Nov. 1. A company of soldiers at Tashkishla barracks, Constantinople, which was ordered to the provinces refused to go. Another battalion fired on the mutineers killing three and wounding fifteen. Eighty were arrested.
