B1 7 LGAKJA AND TURKEY. By Electric Telegraph. — Copyright. SOFIA, Oct. 30. Bulgaria has reached a preliminary agreement with Turkey. RUSSIAN SYMPATHY WITH SERVIA. A WARLIKE FERMENT. LONDON, Oct. 30. The Times' St. Petersburg correspondent says that the warlike ferment is spreading in the provinces, the feeling resembling the period preceding 1887. The Servian Crown Prince is being feted at St. Petersburg with great enthusiasm. LONDON TIMES SURVEYS THE SCENE. RUSSIA THE POINT OF INTEREST. (Received Oct. 31, 8.22 a.m.) LONDON, Oct. 30. The Times says: 'Bulgaria in her reply to the Powers' 'note promises to dismiss her reserves on Monday and not to replace them. She undertakes not to trouble the peace and to try to arrive at a direct understanding with Turkey. This is not unsatisfactory, though it does not contain a definite admission of Turkey's right to compensation. "The. best hope of a rapid and peaceful solution lies in the wisdom of the leaders of Russian opinion, particularly M. Isvolsky, in moderating the popular feeling. Since the Russian leaders calmed the nation during the dispute regarding the Dardanelles, they may succeed now in influencing the popular opinion upon the' demand of the Southern Slavs for help." REVOLUTION RUMOURED. THE YOUNG TURKS AND THE SULTAN. (Received Oct. 31, 8.36 a.m.) CONSTANTINOPLE, Oct. 30. There is an impression that the Young Turks are massing the new garrison of Anatolian troops at Constantinople in order to overawe the Sultan's Albanian Guards and replace Abdul Hamid by his brother Suleiman.
