The Daily Express reports that Germany intends immediately to begin the construction of her battleships in accordance with the programme for 1909 At the same time Britain is only about to begin on her programme for i9os. This means, says the Express, that Germany will have fourteen Dreadnoughts completed by 1911' and Britain only twelve.
