KAISER'S EFFIGY BURNED. I By Electric Telegraph.— Copyright. I VIENNA, December 3. Poles at Lemberg made a demonstration against Prussia's legislation relating to the Germanisation of Poland. The Kaiser in effigy was burnt. Windows of the hotel where the German Consul was residing were smashed. [In February, 1886, Prince Bismarck put forward his plan for Germanising ■ Posen by purchasing Polish estates to be settled by Germans, and proposed that £5,000,000 should be raised for this purpose. The proposal was carried by the Reicnstag in April, 1886. Last week Prince Buelow introduced into the Prussian Diet a Bill asking for a credit of £17,500,000 for the purpose of further Germanising the Polish province by expropriating the land- of Pol- j ish owners. Prince Buelow declared there was no hope of the Government abandoning the policy which Prince Bismarck had initiated. The Poles and the Centre Party strongly opposed tho Bill.]
