necessary to visit San Francisco, since ho had found President- Roosevelt and Admiral Evans agreed with him that peace and friendship should exist betwoen Japan and the United States. Ho considered the anti-Japanese agitation in San, Francisco a trifling affair, and that it did not represent the national feeling in the slightest degree. He ridiculed the "spy" incident, declaring that Japan did not resort to such tactics.
