General Baillond, commanding the Twentieth Army Corps, has been appointed commander of the Sixteenth Army Corps, as a mark of the disapproval of General Picquart, the Minis- \ ter for War, for his indiscreet speech in declaring war was possible, and expressing the hope that the Twentieth Corps would contribute to the restoration of iho lost French provinces.
