INSULTING NATIVES FLOGGED. United Press Association — By Electric Telegraph. — Copyright. (Recoived March 16, 10 a.m.) LONDON, March 15. Owing to lack of police protection the uativtis of Nairobi, British East Afr.ica, insulted several white women. Captain Grogan, president of the Colonist Association, with two Europeans, publicly flogged three negroes outside the courthouse despite the magistrate's protest. The unrest is increasing and arms have been issued to Europeans.
