[l'Elt PRESS ASSOCIATION.] Constantinople, December .'}. — The Turkish Government has arrested hundreds of provincial refugees, and shipped them back again to the place of their birth. Murad Bey, who is suspected of assisting the Young Turkey party, has fled to Russia. It is reported that the Czar, in reply to the Sultan's appeal, does not insist on a second gunboat in the Bosphorus. The Palace clique has assured tho Sultan that the Powers intend his deposition with the crews of the gunboats, hence his lefuaal to allow them to send additional warships.
