Russia nas requested China to dehy the ratification of the treaty, as the Powers state tho Japane3e occupation of the Suotung peninsula would be a constant menace to Pekin, and also hamper tbe independence of Corea. c/ Paris, April 27.—The Republic Francaite states that Russia must not imagine that she caft lead France anywhere, and complains of Franco losing the chance of an excellent position in Japan. St. Peteksbuug, April 28. — The Supreme Military Council meets daily to decide on the measures to be taken in the event of the Japanese Government refusing to accept Russia's demand regarding the terms of peace with China.
