The Earl of Jersey has been offered the chairmanship of the Agricultural Conference. COLLIERY STRIKE. The Miners' Federation by -1 to 1 refused to {accept the proposed reduction in wages, and decline to submit the matter to arbitration. It was resolved that ti reply bo sent declining to accept the terms of the colliery owners. FRANCE'S CLAIMS IN SIAM. Viscount Cnrzon, in a letter to The Times, states that if France claims the entire left bank of the Mekong it will deprive Siam of half of her territory, and he the means of placing the French in the upper Mfkong in juxtaposition to the British protected in the Shan States. The Times insists that France cannot thus be allowed to close the door to the British trado in South-western China. CHOLERA AT CARDIFF. A case of cholera, imported froui Marseilles, has beeu reported iii Cardiff. FRENCH IN SIAM. Parih, July 20. The French Government demand the territory in Siam, on the left bank of Mekong, with the islands, and claims revenue derived from fisheries in Battambong and Bangkork until the indemnity both private and public are paid. The French also claims the occupation of the Siamese forts or the guarantee of a safe anchorage pending the settlement of matters in dispute. ENGLAND AND SIAM. Paris, July 21. Sir Chas. Dilke, in an interview with the representative of La Fijaro, &aid that he foresaw no difficulty with respect to Siam unless France attempted annexation. NEWFOUNDLAND DIFFICULTY. Speaking of the dispute in Newfoundland Sir Charles Dilke said there was great cause for anxiety, CHOLERA IN RUSSIA. St. Petebsbukg, July 20. A serious outbreak of cholera is reported from Moscow. The epidemic is still raging in Pondolia and exists in eight other provinces. IMPEACHING EX-MINISTERS Beliuiade, July 21.
