Fbiday, July 21—Tho Speaker took the chair at 2.30 p.m. On the motion to set up a Select Committee to consider how the manufactures and industries of the colony may bo en couraged, a len\, thy discussion arose on the whole question of Freetradeand Protection. Eventually tho motion was carried. DEBATE ON FINANCIAL STATEMENT. Mr Cairncross resumed the debate on the Financial Statement, and was followed by Mr McKonzio (C'utha), who was speaking at the 5 30 p.m. adjournment. On the House resuming at 7.30 p.m., Mr McKenzie continued his speech, and while praising the Budget in some respects thought the workera of tho colony were paying the bulk of tho taxation, and a premium waa offered by the Government to the alllueut middle classes in order to secure their votes at tho general el- ction. Mr Pinkerton deprecated tho personal tone that had been introduced into the debate by certain sponkers, and thought tho criticism of the Statement had been loat sight of in an effort to attack tho Government on all side?. Mr McGuiro, in a friendly speech, suid the West Coast Settlement Reserves Act of last session had dono a great deal of good, and opened up ovor 100,000 acres of laud for sottlcmcut. Mr Buick alluded to tho moderate tono of the Bndgot, and of the absence of any thing to creato alarm, and said they bhould feel the finances of the colony wore perfectly cafe in the Treasurer 0 hands. The debate was then adjourned. The Houso rose at 12.20 a.m.
