WHAT WE MAY EXPECT FROM FEDERATION. hPER PRESS ASSOCIATION.] Wellington, April 2. — The following are the principal alterations and innovations agreed to at the Postal Conference in Sydney, which will affect New Zealand: — Insurance scheme for Parcels Post: Up to £50 to London, and £20 intercolonially, a fee of 6d for every £5; maximum money order raised to £20 instead of £10, the new rates to be 6d for £2, Is for £5, and s 1 on to 4s for £20, instead of Is for £5 and 2s for £10. The maximum weight of newspapers to be 10 ounces. A fee of 5s is to be charged for the rogiatrationof newspapers at tbe General Post-office. The Intercolonial newspaper rate to be one halfpenny ; trade accounts and similar documents to go at book rates. New Zealand will also probably admit them at circular rates within the town limits. Intercolonial parcels post rates are to be 8«l for the first Ib, and 6d for each additional lb. The present rates are Is 2d for first 2lbs 11 nd 7d for each additional pound. Telegram to cover more than one telegraphic money order sent by same person ; book packets rates reduced to Id for every four ounces, in place of Id for every two ounces inland, and Id every ounce intercolonially. With the following proposals, which were agreed to by the other colonies, New Zealand disagreed: Names and addresses on, telegrams to be charged for, in New Zealand to go free up to ten words ; to bank notes being sent in open packets; to unpaid letters and packets being detained and sent back to writers; to abolition of intercolonial cypher messages being sent at single rates; to limiting number of words of press messages to any paper during the day to Jlive hundred.
