Adelaide, December 28. Dr. Cockburn, the Premier, in referring to Sir Henry Parke's proposals for Colonial Federation, states that he will not not support any scheme for " cutting the tliroat " of the Federal Council, and considers the real practical objection lies in the fact that South Australia cannot surrender Protection. The scheme suggested by the Premier of New South Wales is impossible while provincial Protection is maintained. He thinks Victoria made a mistake in initiating a policy of Protection, but having done so she compelled her neighbours in selfdefence to adopt the same policy.
