♦ FORMATION OF NEW GOVERNMENT. UNIVERSAL SUFFRAGE FOR THE PEOPLE. BRAZILIAN ARMY. Rio de Janeiro, November 22. — The Brazilian Government have issued a decree to the effect that universal suffrage shall be in force for the election of members of the Chamber of Deputies. The Brazilian Senate and State Council are to be abolished, and the Chamber of Deputies dissolved. America, Italy, and France are sending warships to Rio de Janeiro.
