The Employers' Union are advancing . a scheme by which a Board of Concilia1 tion and Arbitration would be established. The special advantage would be that two months' notice of a strike would be required. Cross actions have been commenced respecting the Centennial collision. In referring to federal defence, Sir H. Parkes said ' we want an Australasian Federal Army Act empowering mobilisation. This can only be done by the Imperial Parliament, as it was impossible for a Federal Council to create an armed force. It required enormous power, and to be supported by money from the individual colonies. The question of a federal army was practically laying down one strong, immovable plank in the federal scheme, and the complete platform must follow. Mr. Griffiths, referring to Federation, said that any workable scheme would be acceptable. He considered the Federal Council was inadequate to cope with defence. It was never intended that such a question should be submitted to it. The Council was only a short step to Federation, but the time was now ripe for a more definite advance as regards defence, and this was a fitting opportunity. He thought that no thorough nor complete Federation could exist except on a fiscal union. The steamer Taroba, which went ashore north of Mackay, arrived here, and was docked. She has suffered considerable injury, and 140 feet of her keel will have to be renewed. Hobart, October 23.
