[PEK PRESS ASSOCIATION.] Wellington, October 21. — The City Council, finding their expenditure for the ' half year is £3000 more than their income, have decided that all work than can be done by contract is to be tendered for, instead of being effected by day labour. An agitation has been set on foot to curtail the excessive expenditure going on.
