Mr. Chamberlain addressed a crowded public meeting at Belfast, yesterday, and in the course of his speech demauded from Mr. Gladstone a clear exposition of his plans for Ulster under his scheme for the settlement of the Irish question. WAR AT THE CAROLINES. A large force of Spauish troops has been despatched to the Caroline Islands to quell the rebellion there. A United States corvette has also been ordered to the scene of disturbance to protect •the American missions at the islands. . AN ENGLISH VESSEL SEIZED BY RUSSIANS. ! An English, vessel has been seized by the Russians in the Behring Sea. This presumably is owing to the fisheries dispute, and may lead to serious complications. ; EMPEROR WILLIAM AND THE CHOLERA. Berlin, October 18. The Emperor William has sent a contribution of 10,000 marks to the fund for the relief of the sufferers by cholera in Sicily. AMERICA AND SAMOA. San Francisco, October 13. The United States corvette Adams has been ordered to proceed to Samoa.
