Some statements have appeared lately in the papers, by which it has been attempted to show that there has been an improvement in the ship building business of the States, and a correopondent writes : — "If there has been such, I have no doubt that it is in the direction of their internal navigation. There are in the Statesfive great fresh water lakes — literally inland seas — of some hundreds of miles long and wide, and thousands of miles of river navigation. The Mississippi and its tributaries alone have 30,000 miles of steam navigation. These lakes and rivers ore bordered by or run through territories of the greatest fertility, studded with large cities, towns, and villages of all sorts and sizes, which provide an enormous inland commerce, in which the only commercial navy of the States fiuds employment ; and it is in this direction that there is, no doubt, progress among the class of shipping employed in it. But bear this in mind, that Protection has nothing to do it. The various States Jthrough which those lakes lie and those' rivers flow have no protective duties against each other. The trade between them is absolutely free. Suppose that they were logical enough and mad enough to impose protective duties between the several Stntes. Where would the internal commercial marine of America be? Exactly where her external commercial marine is — swept out of existence. But this is not the caiy sublet on which American experience may llool o useful."
