HOUSE OF REPRESENTATIVES.
Thursday, May 19.—The House met at 2.30 p.m. In replying to a question, it was stated that arrangements were being made to provide for the payment of deferred thirds to local bodieß direct. Major Atkinson asked the Government when the discussion on the Financial Statement would be gone on with. Sir J. Yogel said he hoped it would be next day, as it was desirable the country should know as soon as possible what alterations will be made in the tariff. The Wanganui Harbor Bill was farther considered in Committee. On clause 3 being reached, providing for the constitutio j of tho Wanganui Harbor district, Mr. Bruce moved to stiike out the Jttangitikei County from the rating dintrict. He spoke at some length against the injustice of including the Rangitikei district ia a bill for harbor purposes. Mr. Ballance said it was not the Wanganui people who had ii eluded the Rangitikei County in the bill; it was the Local Bills Committee He b ilie .'cd the majority of the people in the Rngitikei and Waitotara Counties were in fa/oroftha bill. Dr. Newman, Colonel Trimble, md Mr. Hursthouse opposed the bill. Tho latter said he'should endeavour to prevent the bill passing by every means in his power. Mr. Bruce's amendment was eventually put, and carried by 33 to 25. Mr. Ballance moved to report progress) which was agreed to. The Timaru Harbor Board Loan Bill, which was brought in to consolidate a former loan, and to enable the board to raise a furthei loan of £39,000 if necessary, was read a second time. Sir Robert Stout moved the second reading of the City of Dunedin Borrowing on Deposit Bill. The object of which was to enable the city of Dunedin. to borrow of any person willing to lend money, but not to exceed £30,000. Major Atkinson suid he foresaw that the puolio credit would be seriously damaged by a bill of this kind, and he feared they would be doing a most unwise thing to allow it. If it were really necessary it should be brought in as aa amendment of the Municipal Corporations Act, so as to enable all boroughs to borrow in the same way. He strongly advised the Premier to withdraw the Bill, and he would more that it be read this day six months. Mosßrs. Sutter and Hatch opposed the Bill. The debate was interrupted by the 5.30 p.m. adjournment. Sir J. Yogel moved the second reading of the Customs Tariff Bill, and the debate was adjourned. Tha New Zealand University Act Amendment Bill waa read a second time, Tho House then went into Committee ou the Limitation of Voteß Bill. Mr. Suttou moved an amendment giving powers to vote for election of members of tho House in two electorates, instead of one. Carried by 28 to 22. The Bill passed through Committee. The Woman's Suffrage Bill was considered in committee. Mr. Ivess moved an amendment restricting the franchise to females to property holders. Considerable opposition was shown to the passage of the bill, and Sir J. Yogel offered to put ia a proviso that it should not come into operation until after the next general election. Several motions to report progress, or that the chairman leave the chair were put and lost. Eventually Mr. Ivess' amendment was lost by 28 to 11 ; but on further division clause 2 was rejected by 21 to 19. Progress was then reported. [This virtually kills the bill, for it decides mat the word " woman" shall not form part of the Qualification of Electors Act.] The House rose at 1.20 a.m.
