' Preamble — Wheteas, by an act made in the sixtei nth year of the reign of her Majesty, intituled " An Act to grant a Representative Constitution to the Colony of New Zealand," it is enacted that it shall not be lawful for any Provincial Council to pass, or for the Superintendent to assent to, any bill appropriating money to the public service, unless the Superintendent shall firs 1 have recommended to the Council lo make provision for the specific service to whic" such money is be appropriated : and whereas it is expedient that provision .should he made forihe oppropriation of the piovincial revenue, it is thrr«fore recommended by the Superintendent of the P.ovince of New Plymouth to the Provincial Council thereof, that 1. And be it enacted, that the Provincial Treasurer of New Plymouth shall issue from time to time any turn or sums of money for the putpoacs hereinbefore mentioned, not exceeding in the whole the sums respectively specified to such persons, aud in »uch portions as the Superintendent of the Province of New Plymouth shall by warrant direct, and such treasurer shall in his accounts be allowed credit for all suras paid by him in pursuance of such warrants, and the receipts of the persons to whom such

sums shall have been paid, sha'l be to him a full discharge of ihc sum or sums for which such receipts shall have been givm t ' and the accounts thereof shall be passed to his credit in account accordingly.
